Every year, different countries of the world spend large amounts of money on the improvement and development of this sector, which has created a dynamic and competitive market among investors in this industry. Unfortunately, despite the potential natural and historical potential that Iran has in the field of tourism, so far it has not been able to have a suitable position among its peers in terms of attracting domestic and foreign tourists and promoting its tourism industry. Zanjan is one of the provinces that, despite its rich history and diverse cultural and tourist attractions, has not benefited much from tourism. Therefore, identifying strategic management and infrastructural factors effective in attracting tourists and trying to achieve them with the help of practical and principled strategies can introduce this city not only to Iranians but to the whole world as a historical city with different touristic capabilities. To bring economic prosperity to Zanjan. The present research work has been carried out by descriptive-analytical method and the required information has been collected with the help of library and field studies and also through questionnaires. Effective strategic factors have been extracted by SWOT method and prioritized with the help of QSPM qualitative strategy planning matrix. The analysis of the results of this research shows the statistical superiority of the defensive strategy with a score of 2.769 compared to the other three strategies.
