However, there is no single path to human development. Human development strategies require specific approaches of each region, which should be formed based on unique characteristics. Such strategies for regions whose goal is to achieve fundamental transformations resulting from the knowledge-based economy are associated with challenges. In this research, it has been tried to design human development strategies based on knowledge-based economy, the result of which is the sustainable development of Chabahar region. This research follows a quantitative methodology. The research method is descriptive-analytical of applied type. The method of data collection is through the preparation of a questionnaire. The sampling method was prepared from the available sampling by referring to experts and executive experts. The results of the research show that supporting the diversification of production based on modern knowledge and technologies is the most important practical policy for the sustainable development of Chabahar region. Second, the adoption of human resource skills enhancement mechanisms through workforce participation and support for knowledge-based companies can play an important role. Third, the link between the industry and the university is the neglected chain of the region's economy, which is made possible by the establishment of disciplines required by local industries and the definition of joint programs. Education is the fourth key element in improving the skills of the local workforce. Fifth, efficient human resources must be attracted by adopting measures to stabilize the skilled immigrant population. Finally, empowering women as a reduction of gender discrimination through support and entrepreneurial programs.</span> <span dir="RTL" lang="FA">امروزه توسعه انسانی نقش عمیقی در دستیابی به توسعه پایدار سرزمینی ایفا می‌کند. بااین‌حال، هیچ مسیر واحدی برای رشد انسان وجود ندارد. راهبردهای توسعه انسانی نیازمند رویکردهای خاص هر منطقه است که بر اساس ویژگی‌های منحصربه‌فردی باید شکل بگیرد. چنین راهبردهایی برای مناطقی که هدف آن‌ها دستیابی به تحولات بنیادی ناشی از اقتصاد مبتنی بر دانش است با توأمان با چالش‌هایی همراه است. در این پژوهش سعی شده راهبردهای توسعه انسانی مبتنی بر اقتصاد دانش‌بنیان طراحی گردد که ماحصل آن توسعه پایدار منطقه‌ای چابهار است. این تحقیق از روش‌شناسی کمی پیروی می‌کند. روش تحقیق به‌صورت توصیفی </span><span dir="RTL" lang="FA">–</span><span dir="RTL" lang="FA"> تحلیلی از نوع کاربردی است. شیوه گردآوری داده‌ها از طریق تهیه پرسشنامه می‌باشد. روش نمونه‌گیری از نمونه‌گیری در دسترس با مراجعه به صاحب‌نظران و کارشناسان اجرایی تهیه گردیده است. نتایج تحقیق نشان می‌دهد که حمایت از متنوع سازی تولیدات مبتنی بر دانش و فناوری‌های روز مهم‌ترین سیاست عملی برای توسعه پایدار منطقه چابهار مطرح می‌شود. دوم، اتخاذ سازوکارهای مهارت افزایی نیروی انسانی از طریق مشارکت نیروی کار و حمایت از شرکت‌های دانش‌بنیان می‌تواند نقش مهمی داشته باشد. سوم، پیوند صنعت با دانشگاه زنجیره مغفول مانده از اقتصاد منطقه است که با تأسیس رشته‌های موردنیاز صنایع محلی و تعریف برنامه‌های مشترک میسر می‌گردد. آموزش به‌عنوان چهارمین عنصر کلیدی در راستای مهارت افزایی نیروی محلی است. پنجم، جذب سرمایه‌های انسانی کارآمد با اتخاذ تدابیر تثبیت جمعیت ماهر مهاجر باید صورت بپذیرد. در نهایت، توانمندسازی زنان به‌عنوان کاهش تبعیض‌های جنسیتی از طریق برنامه‌های حمایتی و کارآفرینانه صورت پذیرد.</span> https://mag.iuc.ac.ir/article_711896_7cea33fe2b57b4070ccae16feebc6f6c.pdf
