Today, human development plays a deep role in achieving sustainable territorial development. However, there is no single path to human development. Human development strategies require specific approaches for each region, which should be formed based on unique characteristics. Such strategies for regions whose goal is to achieve fundamental transformations resulting from the knowledge-based economy are associated with challenges. This research has tried to design human development strategies based on a knowledge-based economy, resulting in the sustainable development of the Chabahar region. This research follows a quantitative methodology. The research method is descriptive-analytical of applied type. The method of data collection is through the preparation of a questionnaire. The sampling method was prepared from the available sampling by referring to experts and executive experts. The results of the research show that supporting the diversification of production based on modern knowledge and technologies is the most important practical policy for the sustainable development of the Chabahar region. Second, the adoption of human resource skills enhancement mechanisms through workforce participation and support for knowledge-based companies can play an important role. Third, the link between the industry and the university is the neglected chain of the region's economy, which is made possible by establishing disciplines required by local industries and the definition of joint programs. Education is the fourth key element in improving the skills of the local workforce. To stabilize skilled immigration, attract efficient human resources. Empower women through support and entrepreneurial programs to reduce discrimination.
